# GATE: Arts Council of Wales International Opportunities Fund (IOF), the Patagonia angle

Harvested 2026-10-30 04:14Z. The index had only an "ideas next" mention of the IOF. This file settles whether it can fund any Cedwyn Argentina/Patagonia work. **Verdict: not for e-book or documentary promotion. Possible only for a real arts collaboration led by a Wales-based artist with a partner outside the UK.**

## The rules (programme page read 30 Oct 2026)
- **Who can apply:** arts organisations and individual creative professionals based in Wales, working in an artform ACW supports, with "an artistic track record that demonstrates quality of practice and a commitment to working in Wales".
- **What it funds:** arts activity **in person, outside Wales and the UK**, with at least one international partner who can provide a **letter of invitation**:
  - international collaboration and partnership development;
  - international networks and events;
  - international presentation of work (by invitation, and the partner should at least pay an appropriate fee);
  - residencies.
- **Money:** up to £7,500 (collaboration, presentation, networks); up to £5,000 for residencies (up to £7,500 outside Europe with prior approval). About 45–50 awards a year. ACW funds at most 90%, and usually expects at least 10% of income from a source that isn't ACW or the Lottery. Access costs can be added on top.
- **Timing:** rolling (any time while the fund is open). Allow at least **10 working weeks** from submission to project start.
- **Welsh Government priority places:** Canada, Germany, India, Ireland, Japan, France, Basque Country, Brittany, Catalonia, Flanders. **Argentina is not on that list**, but the fund supports activity anywhere FCDO travel advice allows. Being in a priority area is only a "may consider" factor.
- **International artist costs:** the partner is expected to fund its own artists. Exceptions are possible for official development assistance (ODA) countries. Whether Argentina is on the current ODA list was not checked; read the OECD DAC list before relying on it.
- **Explicitly not funded** (each applies to us):
  - publishing and production as the primary purpose;
  - film or video production and cinema exhibition (unless it supports artists' work in the moving image);
  - academic research;
  - "go see" or exploratory visits with little collaboration;
  - fundraising events;
  - competitive events (so no Chubut Eisteddfod competing);
  - activity in the UK;
  - launch costs, promotional merchandise and publication costs (unless core to the collaboration);
  - projects needing 100% funding;
  - work already funded elsewhere;
  - buying a service from a foreign company instead of collaborating.
- **Assessment:** quality and track record; a long-term, fair, mutually beneficial partnership; value for money; a credible plan; fair pay; environmental impact of travel; how committed the partner is.
- **No award-rate data found:** about 45–50 awards a year is the only volume figure (ACW's own number).

## Practitioner reading
ACW's own exclusions make the main point: this is an artist-mobility fund. Marketing, publishing, documentaries and research trips are routed elsewhere. The strongest bids are visibly two-way: a named partner, a letter of invitation, a fee or in-kind support from them, a shared output, and a plan to continue the relationship. Low-carbon travel and fair pay are scored, not decoration.

## How we apply it to Cedwyn
1. **No application from Cedwyn itself.** Cedwyn is a research, e-book and documentary project. Publishing, film production and research are all excluded, and Cedwyn has no artistic track record in ACW's sense. Record the IOF in the funding map as "not eligible as Cedwyn".
2. **The only route is partner-led.** A Wales-based artist (for example a Welsh-language storyteller, a folk musician or a visual artist) could apply to collaborate in person with a Welsh-Patagonian arts organisation in Chubut on a new piece about Welsh land and migration. Cedwyn would be a cited source and the documentary would not be a cost line. Our role would be to provide archive material and credit, nothing paid by ACW to us.
3. **Before anyone pursues it:**
   - (a) a named Wales-based artist willing to lead;
   - (b) a Patagonia partner who will write an invitation and contribute;
   - (c) the 10% non-ACW match;
   - (d) a 10-week lead time;
   - (e) the ODA check for Argentina.
   This is a PROPOSAL for the programme office queue (the project workspace) only. It contacts nobody, sends no email and asks the project lead nothing until a partner exists. Public text never names the project lead.
4. **Better-fit routes already in the index:** heritage-fund-arts-council-wales-grants-gate-2026.md (ACW Create & Engage for Wales-based individuals; NLHF £10k+) and community-grants-awards-for-all-wales-gate.md (this run).
