Community Foundation Wales (Fund for Wales + 60 local funds): eligibility gate
Harvested 2026-10-30 04:26Z. GATE + playbook. Read in full: the Fund for Wales page and the Grants overview page.
What the source states (read 30 Oct 2026)
- Community Foundation Wales (CFW) runs more than 60 charitable funds. There is a funder-finder by applicant type: CIO, CIC, community/town council, company, individual, IPS, registered charity, school, voluntary group. You can also filter by area, and the Vale of Glamorgan is listed.
- Fund for Wales (national endowment; Postcode Lottery partner):
- Closed now. Reopens "early 2027 (subject to change)".
- £500 to £2,500 a year, for up to 3 years. They hope to make at least 6 multi-year awards. A failed multi-year bid can still get 1 year.
- Monthly panels. Outcome within 2 months of submitting.
- Who can apply: small, local, community-led constituted groups with income under £100,000 in the last financial year. That covers constituted groups, registered charities and CIOs, companies limited by guarantee, CICs and social enterprises.
- "About 20% of applications" they receive are ineligible on income alone.
- A CIC registered in the last 18 months is ineligible. It is rejected, not just scored low. (A GVS mirror of an older version states 12 months, so the live page is stricter.)
- If you were rejected, you can't re-apply for 6 months.
- No retrospective costs. Nothing that raises funds for other groups. Beneficiaries must be in Wales. You must show a clear need for money (hardship or added-support needs).
- The five outcomes include "Preserving heritage and culture".
- Applications go through an online Grants Hub, which has how-to videos, FAQs and a "minimum expected standard" page. Read that page before applying.
- Practitioner testimony and success rates: no award rate was found. CFW's own figure is the 20% income rejections. GVS (the Vale's council for voluntary services) lists the fund on its funding news.
How to work a CFW application (generic)
- Use the finder with your exact legal form and area. Note the local funds as well as the national one. Local funds are smaller pools with fewer applicants.
- Check the three hard knock-outs first: constituted form, income under £100k, and CIC age of 18 months or more. Any one of them is fatal.
- Write the bid to one of the five outcomes in plain terms: who benefits, how many, and what changes for them.
- Budget only future costs. Costs paid before the offer letter are lost.
- Plan each year's spend to land within 12 months of the offer letter (the first year of a multi-year grant has to).
- Sign up to the grants newsletter so you hear when Fund for Wales reopens in early 2027.
How we apply it to Cedwyn
- Not eligible as it stands. Cedwyn is not a constituted group, and an individual can't apply to Fund for Wales.
- Watch the timing if a vehicle is formed. A new CIC would be locked out of Fund for Wales for 18 months: one formed in November 2026 could not apply until about May 2028. A constituted voluntary group (written constitution, two unrelated committee members, its own bank account) has no age bar. That matters when the project lead weighs a vehicle. It is his decision, so it goes to the programme office as a PROPOSAL alongside the Awards for All Wales gate (community-grants-awards-for-all-wales-gate.md).
- Fundable shape, if a group exists: "Preserving heritage and culture" through free bilingual community sessions, for example oral-history recording with older residents, scanning family photos, and a free library talk. £2,500 a year fits recorder hire, scanning, venue and translation. E-book sales and promotion stay outside any grant. Grants pay for free public benefit, not for selling.
- Do now (zero spend, contact nobody): add "Fund for Wales reopens early 2027; CIC 18-month bar" to the project workspace as a proposal note. Re-check the page in January 2027.
- Never approach the community council. Never name the project lead in any public bid text.
