# Skill: missing-record pages (MR-####)

**Use when:** a record should exist but is not held or not found.

Each missing-record page carries:
- **ID** — MR-#### (catalogue scheme kept by the intelligence flywheel).
- **What should exist** — the record, its likely date and form.
- **Why it should exist** — the statute, the practice, or the cross-reference that names it.
- **Who should hold it** — the body, the series, the successor body.
- **Evidence of absence** — the request and the answer (date, reference, exact words, what was searched).
- **Next step** — the route that could still find it.

Pages are blank artifacts: they show the gap as a gap, with no conclusion drawn.
