Skill: missing-record pages (MR-####)
Use when: a record should exist but is not held or not found.
Each missing-record page carries: - ID — MR-#### (catalogue scheme kept by the intelligence flywheel). - What should exist — the record, its likely date and form. - Why it should exist — the statute, the practice, or the cross-reference that names it. - Who should hold it — the body, the series, the successor body. - Evidence of absence — the request and the answer (date, reference, exact words, what was searched). - Next step — the route that could still find it.
Pages are blank artifacts: they show the gap as a gap, with no conclusion drawn.
