Justice Programme — Brief (v4)

Brief date: 28 September 2026. Version 4: 16 October 2026. Derived from: Justice Mandate v4 (M1–M4). Stage: S0 Start-up & Initiation. Next gate: G0, 18 December 2026. Document status: Foundation for the Project Plan v4.

1. Project definition

Convert the four mandate objectives into parallel, evidence-led legal, administrative, political and public-interest workstreams, each subject to jurisdiction, standing, limitation, evidence and remedy tests. The project does not assume fraud, concealment or government involvement; it builds the documentary record that allows those questions to be answered with court-ready precision. The brief is the single source of truth for what the project will deliver, how it will be governed, and what success looks like.

6. Roles and responsibilities

7. Quality management approach

A task/product is complete only when its defined acceptance test is satisfied. External acknowledgement or administrative closure does not establish evidential completeness. Every evidence record retains provenance and distinguishes documented fact, family evidence and inference. Counter-evidence is recorded for every proposition. Public-interest claims are sourced and caveated; no inference of wrongdoing is published without qualifying evidence.

8. Risk management approach

Risks, issues and concerns are logged with ID, type, description, status and owner, reviewed weekly in the highlight report, and addressed through the following week’s plan. The RED/AMBER evidence-preservation risk is the top-priority exposure. Political and reputational risks are logged alongside legal risks.

9. Change control approach

Scope changes require Sponsor approval and are recorded in the issue/change register. The 9 October 2026 scope correction (full Parcel A including forest and green) is the controlling example. Version control: mandate v4, brief v4, plan v4 issued together on 16 October 2026.
