Justice Programme — Mandate (v4)
Mandate date: 28 September 2026. Version 4: 16 October 2026. Sponsor: Williams/Buckler family. Programme: Great House Farm (Tŷ Mawr) evidence, title, remedy and public-interest programme. Classification: Public documentary archive supporting a private legal programme.
1. Background
Great House Farm (Tŷ Mawr), beside St Dochdwy’s Church at Llandough-juxta-Penarth, was the Williams family home from at least 1667. The central dispute is whether the farmhouse plot remained a distinct parcel and was later improperly folded into another title. The 1986–87 litigation BP Properties Ltd v Buckler produced a Court of Appeal judgment on 31 July 1987 (GHF-E141). The 1988–1994 sequence involved possession, demolition, listing, planning, archaeology and public-authority handling. The family maintains that records have been lost, destroyed or are missing, and that fraud, concealment or government involvement may have occurred. The programme exists because the family believes the historical and legal record is incomplete and that a full, evidence-led reconstruction is both a private right and a public interest.
2. Programme objectives (the mandate)
- M1 — Replica museum: replicate the farm as a museum in Argentina, creating a durable public history and narrative-justice outcome that preserves the family’s story for future generations.
- M2 — Evidence recovery: research and obtain all relevant evidence before it is destroyed, lost, missing or otherwise unavailable, establishing provenance, custody and destruction/transfer history for every record.
- M3 — Case reopening and reparations: where fraud, concealment or government involvement is established by evidence meeting a court-ready threshold, reopen the case through lawful procedure to secure reparations for the family.
- M4 — Land and forest possession: where the family still owns the land or forest legally, obtain possession through title determination, rectification or other lawful route.
3. Desired outcomes
- A verified evidence corpus with provenance, custody and destruction/transfer history for every relevant record.
- An authoritative determination of documentary title and possession for each parcel (farmhouse/curtilage, agricultural fields, woodland, green).
- A reasoned decision on whether any fraud-based reopening route is legally viable, and if so, its pursuit.
- Lawful possession or restoration of any land proved to belong to the family.
- A quantified, independently valued claim for restitution, damages and other remedy.
- Public record correction and the evidential foundation for the Argentina replica museum.
- Institutional acknowledgement where warranted, without the programme itself determining private title.
4. Scope
- In scope: title reconstruction 1877–1987; HMLR registers WA231076, WA240304, WA513690, WA735527 and the 1987 amalgamation; the 1986–87 litigation bundle; 1988–1994 public-authority sequence; archive and FOI/EIR records; solicitor files; museum and broadcast records; the southern green/open-space land; the unused woodland; chattels and objects; ECHR 14464/88; public complaints and inquiry routes; narrative justice and the Argentina museum concept; political and public-interest dimensions of institutional handling.
- Out of scope: displacing innocent homeowners in possession of the occupied house/buildings/garden group; any action not supported by documented evidence and legal advice; any determination of private title by a public authority.
5. Constraints
- Phase-1 control envelope: £0–£800. Unknown professional/external costs remain TBC.
- Limitation periods: fraud/concealment under Limitation Act 1980 s.32 (discovery-based); registered-land rectification under LRA 2002 Sch.4; HRA one-year rule; JR three-month rule; ECHR four-month rule; PSOW one-year expectation. No limitation sacrifice for correspondence.
- Evidence-first principle: fraud, concealment, collusion, abuse of power or government involvement are allegations/lines of enquiry unless and until evidence establishes them.
- Primary remedy first: title, rectification/alteration and possession over damages detached from title.
- Separate jurisdictions: ECHR, domestic civil, JR, Ombudsman, criminal and public inquiry are distinct mechanisms with distinct powers and deadlines.
- Public-interest communications must not prejudice legal proceedings or disclose privileged material.
6. Assumptions
- Surviving records exist in institutional, archive, solicitor and private custody and can be located through targeted enquiry.
- The 1877 arrangement and 1928 title chain can be reconstructed from primary documents.
- Counsel will provide reasoned opinions at G1 (25 June 2027) sufficient to decide proceed/park/abandon for each route.
- The family can demonstrate standing for each cause of action, subject to grant of representation analysis.
- Public and political interest in heritage and governance accountability will support, not obstruct, lawful evidence access.
7. Stakeholders and political context
- Primary: Williams/Buckler family (Sponsor); counsel and solicitors; HM Land Registry; Glamorgan Archives; National Library of Wales; Welsh Government/Cadw; Vale of Glamorgan Council; Llandough Community Council.
- Secondary: Amgueddfa Cymru; ITV Cymru Wales; South Wales Police; Hugh James/Loosemores; Linklaters; Pinsent Masons; Cotswold Archaeology; Bute estate successors.
- Public interest: heritage preservation, governance accountability, freedom of information, and the integrity of land registration in Wales.
- Political sensitivity: any suggestion of government involvement requires careful, evidence-led handling to avoid defamation risk and to maintain programme credibility.
8. Authority
The Sponsor authorises the Project Manager to execute this mandate within the Phase-1 envelope, to issue preservation and information requests, and to prepare the G0 decision pack. No litigation may be issued without G1 counsel opinion and Sponsor authorisation. The £100 million figure is a negotiation anchor only, subject to independent valuation. Public communications require Sponsor approval before release.
9. Budget
Phase-1 control envelope £0–£800. Actual expenditure is not inferred from any HubSpot deal amount. No budget variance is asserted without a recorded actual.
10. End-state
A legally sustainable settlement or judgment securing, to the extent evidence and law permit: title/possession remedies; appropriate financial compensation; correction and preservation of the historical record; institutional acknowledgement; protection of surviving evidence; and a durable public history through the replica museum in Argentina. The programme closes when each mandate objective is either achieved, abandoned on evidence, or explicitly accepted as beyond lawful reach.
