ATISN 27589 response (ref qA2496208): request refused under FOIA s.14(2) as a repeat of ATISN 27021

Thank you for your request for information received on 28 September 2026. 
 
We have considered your request under the Freedom of Information Act 2000. 
 
The information you have requested was the subject of a previous request submitted by 
you under reference (ATISN 27021), to which Welsh Government has already 
responded, including undertaking an internal review. Following a review of your latest 
request, we are satisfied that it is substantially similar to the earlier request and that no 
new information has been generated or become available since our previous response. 
 
Accordingly, Welsh Government is refusing your request under section 14(2) of the 
Freedom of Information Act 2000, which provides that a public authority is not obliged to 
comply with a request if it is a repeated request made by the same person, where it is 
substantially similar to a previous request and a reasonable interval has not elapsed.

Our integration

The Welsh Government refused ATISN 27589 under FOIA s.14(2) as a repeat of ATISN 27021, which asked about Welsh Office and Cadw papers on Great House Farm.

Concern to test: whether the later request asked for anything ATISN 27021 did not, such as later records or different file series. If it did, s.14(2) would not apply to those parts.

What cuts against the case: a body is entitled to refuse a substantially similar request within a reasonable interval. ATISN 26-0010 (GHF-E106-R56-A1), worded differently, was answered rather than refused.
