Catalogue: GHF-E148 · Type: Excavation report; condition-discharge file; legal opinion · Date: 1993–94 (post-excavation demand December 1994) · Holder: Cotswold Archaeology / Heneb; Vale of Glamorgan Council; Home Office licence file · Evidence status: PLACEHOLDER the 1994 report is a priority missing original
DOCUMENTED FACT. The excavation published 1,026 early-medieval burials, many just below the topsoil. The Home Office burial licence lapsed from 21 April to at least 3 May 1994. Condition 18 was treated as discharged on the developer’s counsel’s opinion over GGAT’s objection; the Council called it “a difference of opinion”. The historic-environment record carries 858, not 1,026 (Archaeology and Heritage).
- What was removed during the licence lapse and under what authority (register item A-086).
- The authority for the April 1994 “no further work” instruction.
- The text of counsel’s opinion.

Interpretation: working hypotheses
Working hypotheses, kept apart from the record above. The record text on this page is unchanged. None of these is a finding: each line is labelled as inference, theory, a reading that cuts against the case, or a discarded theory, and names the evidence it rests on and what would confirm or refute it, so the reader can test it. Updated 25 Oct 2026 (v2: ingredients wording).
Demolition, archaeology and the green
THEORY · H-01Ground R9: whether knowledge of buried remains under the farm (1,026 burials recorded in 1994) was held before the 1986–87 trial and kept from the court. The 1979–80 villa letters, the 1982 warning letter and the 1983 fire are on record. Working hypothesis: such knowledge would bear on motive and on what the court was told, not on title itself.

Would be confirmed by: A pre-July-1987 document linking BP to archaeology at the farmhouse site.
Would be refuted by: Archaeological trust files with no such link before 1987.
