Quotation (verbatim): “Notice is hereby given in pursuance of sub-section (1) of section 2 of the Statutory Orders (Special Procedure) Act, 1945, that it is the intention of the Minister of Housing and Local Government to lay before Parliament the City of Cardiff (Leckwith Common) Compulsory Purchase Order, 1957, confirmed by him on the 8th September 1958, under section 5 of the Physical Training and Recreation Act, 1937.” (Welsh Office, Cathays Park, Cardiff, 27th October 1958.)

Fits with: This is the order that the 6 May 1958 inquiry heard (EV-0035), where Mrs Mary Doreen Buckler of Great House Farm “did not oppose the proposal so long as it applied only to playing fields”. The order was made under the Physical Training and Recreation Act 1937, the playing-fields statute, so the order as confirmed was for recreation: the use she accepted. Her statement was conditional on that use, not a general consent, and it concerned Leckwith Common, not Parcel A.

Cuts against: The notice does not describe the land or name owners, commoners or objectors. Whether the family’s “slice of land” and grazing rights on Leckwith Common were compensated is not shown.

Notes: Next free step: Hansard for 25 Nov 1958 (special procedure order laid) and TNA BD 11/3775 (the inquiry file, cited on EV-0035).
