Review 2026-10-26

First review: two objectives amber, three red; the audience is the biggest gap

Wales tour (O1) scores 10.4, RED: the nine stops and the gift vouchers exist, but no tour has run, no voucher has sold (payment records, 26 Oct) and three decisions wait on the Executive: the guide and insurance, prices and dates, and the voucher-code keys.

Argentina (O2) rose to 39.6, AMBER, after the institution map and the land-route comparison were published. The rural-land caps were lifted by the Supreme Court on 7 October 2026, but the Chamber of Deputies voted on 21 October to restore them and the Senate has not yet decided; the Chubut coast is a frontier security zone where sales and leases need prior consent.

Evidence chronology (O3) is the strongest at 58.8, AMBER: 11,767 artifacts and 18,720 citations in the catalogue (database statistics, 26 Oct) and 46 missing-record IDs from the intelligence flywheel.

E-book sales (O4) score 30.7, just AMBER on this cycle's work (the Tour Companion and its Spanish edition drafted for review), but the measures are flat: 0 sales, 1 confirmed subscriber and 59 UK page views a day (bizdev measures, 26 Oct).

Case reopening (O5) scores 13.8, RED by design: the leading ground has one of the legal test's four limbs at 4 or more (reopen loop run 35), and independent legal advice is not yet instructed.

The success study (43 sources) finds the biggest gap is audience: successful community projects had hundreds to thousands of small backers before launch (471 shareholders at Tafarn Sinc; 10,000 donors on Eigg).

Our case is prospective; nothing here is a finding of any court or legal advice.
