Land and museum in southern Argentina

The plan is to open the museum online first, partner with an existing Welsh Patagonia museum or chapel, form a local non-profit as the vehicle, and only then look for land. Land rules changed this month and are still moving, so nothing here is legal advice; a notary or lawyer in Chubut must confirm any step.

Recommended sequence

Lowest risk first
  1. Virtual museum first: the replica house as a 3D or augmented-reality model with a Welsh, Spanish and English room on the Patagonia half, built from the archive record and the Wales tour assets. No land risk; builds the audience funders look for.
  2. Partner exhibition: a panel set or temporary exhibition with an existing museum or chapel hall in the Chubut valley or Puerto Madryn.
  3. Local vehicle: an asociación civil (or foundation) in Chubut with Argentine and Welsh-descendant members, able to receive a municipal loan of a building, grants and donations.
  4. A municipal building or plot on loan (comodato) to that non-profit for cultural use.
  5. Rural lease or purchase for the retreat only after the national land law settles and with a notary's written opinion.

Land rules as of 26 October 2026

Changing: the Senate has the next word
  • The Rural Lands Law (Ley 26.737) capped foreign ownership of land outside town limits (15% overall, 30% per nationality, 1,000 ha per holder in the core zone).
  • Decree DNU 70/2023 (art. 154) repealed it; on 7 October 2026 the Supreme Court lifted the suspension of that repeal, so the caps do not apply today.
  • On 21 October 2026 the Chamber of Deputies passed a bill (124-119) that would restore the law; it returns to the Senate and is not yet law.
  • Whatever happens to that law, the Chubut sea coast lies in the frontier security zone under Decree 887/94; on the published line Puerto Madryn falls inside it (later amendments not checked). Inside the zone, a sale, a lease or any hand-over of possession needs the Interior Ministry's prior consent.
  • An urban plot inside town limits is outside the rural-land law even if it returns.
